Why is Contour needed for these channels in San Diego, but not in Arizona?

Our channel line-ups change from market to market. This is done for several reasons, i.e. local regulations, contractual obligation, demographic testing, bandwidth and frequencies available, etc. This is why we occasionally change our channel lineups. By moving the channel assignments, we are expanding our ability to offer additional channels in the future and providing more value to our customers.
Plus, you figure San Diego customers can afford the $25+/month extra to receive this channel, right?
