I Replaced the final splitter with a "passive" 2ghz one I found at best buy.  This still didn't fix the problem. Ultimately, after extensive research and troubleshooting, I needed to move move cable modem to a different line so that I could remove the splitter all together.  Everything is working great now.

i believe the problem was too much attenuation in the system with multiple splitters being used. Even with a 2ghz splitter that was allowing the moca signal to flow, the power loss was too much. I did have to let the cox technician come and fix the problem for me because even though there are no splitters inside of the house, there were several in the outdoor box (I have no idea why). The technician replaced several 2 way splitters and consolidated the lines with 4 way splitters. Doing this, combined with making sure the Cisco boxes are on dedicated lines, resulted in a fully functional moca system.

Bottom line, if at all possible, ensure boxes are on dedicated lines and that may require cox technicians to re-wire/configure your outdoor box.  If I'm not mistaken, there is about 3.5db loss with each splitter inline. So, eliminating splitters reduces loss.  As mentioned by other posters, I believe the 2ghz splitter would've worked had there not been so many other splitters already inline outside.
